User based rules stored in Mysql?

I would assume that CustomConfig.pm would be the place. I have treid to
contact Julian about this but haven't had time to see what happened. Not
sure he got it. I am trying to see if someone qualified would be
interested in developing this for pay. IF you want to go in on this let me
know.
