Just be clear that MailScanner looks for the word To and the word From
if it finds both then is a FromOrTo rule regardless of whether you write

FromTo
ToFrom
FromOrTo
FromAndTo
FromMeToYou
ToulouseFromage

etc..

(oh and the capitals aren't important either)
