Could not analyze report?

Hmmm, you mean 400 attachments to one message, or possible 400 inline parts to one message.

I would suggest that 400 MIME parts (possibly more, possibly nested) and probably more that the parser either a) can cope with or b) thinks is sane.  I also wonder how many mail clients would cope gracefully with that.
