MCP vs. spam.assassin.prefs.conf

MCP looks interesting, but what's the difference between it and putting
custom SA rules in spam.assassin.prefs.conf?
I see that it's conceptually about 'content' filtering, and not 'spam'
filtering, but what is different about how it works, or how it can be used?
For example, could it be used on a MailScanner machine that is setup as
a relay to implement per-user SA rules to block bad words?
Something like:
MCP SpamAssassin Local Rules Dir = &byUserRules ?
