Ok - I use Squirrelmail too - but I use maildrop from the Courier MTA for 
delivery.  You could use the following global mailfilter:

if (/^Subject:[:space:]*\{Spam\?\}.*/)
  to "$HOME/.Spam/"

This setup uses Maildirs and there is a subfolder in the Inbox call Spam.
Consequently all mail so tagged is placed there and it doesn't clutter up 
their webmail Inbox view.   I 

They must use IMAP or the webmail interface to get at the folder as POP won't
notice it.  BTW I prefer Maildrop to procmail - I find it easier to use and 
more flexible.  Works with both Maildirs and Mboxes.
