refreshing spam.whitelist.rules

Two things...

First, does the FromTo: default have to be listed last in
spam.whitelist.rules?

Secondly, does MailScanner reload spam.whitelist.rules when it does it's
self-reloading every so often? It seems to me that it would, but I'd like
confirmation because I am working on a web form to facilitate semi-auto
temporary whitelisting after passing a human input validatation phase
(captcha)...
