Sorry , but i don't undestand how ruleset work

i want to filter the "Form Tags" for all, except for just one email source
i put on the /opt/MailScanner/etc/MailScanner.conf  file 

..
Allow Form Tags = "/opt/MailScanner/etc/rules/allow_form_tags.rule"
...


and in the ruleset file (/opt/MailScanner/etc/rules/allow_form_tags.rule) i just put:


From:           emailaddresstoallow at hisdomain.com            yes




is tthis worng? 
how can o do this because from ths emails i need this kind of emails and it's not working.
