RBL checking by SA

Ladies and Gents,
        I have a problems with Spamassassin checking RBL lists by
itself.  I have followed every single doc out there I could find.  Here
is an example:
http://www.sng.ecs.soton.ac.uk/mailscanner/serve/cache/112.html.  
        Spam Checks = yes
 Spam List =
 Use SpamAssassin = yes
        are set correctly, however they are rules, which should not
matter.

Any ideas?

PS.  Mailscanner does the RBL checks just fine.
