About some Rules on SpamAssassin...

Have you tried 

ok_languages en zh
ok_locales en zh

to tell SpamAssassin that Chinese is ok?

> USER_AGENT_MOZILLA_UA, X_ACCEPT_LANG)

You might change the scores for some of these tests.
