New INSTALL.OpenBSD

Based on some of the changes made in 4.13-3 (no more changes to
check_mailscanner), some bugs in the instructions (updating the symbolic
links), and some reorganization (separate instructions for new installation
vs. upgrade), I've updated the INSTALL.OpenBSD instructions (included
below).
