Looks on on my fresly upgraded RH 7.3, lets see on the 7.2 ones:

[root at fallback root]# chkconfig --list | grep sendmail
sendmail        0:off   1:off   2:off   3:off   4:off   5:off   6:off

Same here.

Seems its not touching it at all with 'upgrade'
At least not on my boxes :)
