Filetype scanning rules?

I'd have thought all of the types banned by extension.  Are you blocking
by mime types (from file -i or isn't this portable?) of just the regular
file command output strings?

I think so.  If the report makes it clear that its been blocked by file
type rules then anyone who doesn't want it can quickly get a clue.  It
doesn't seem consistent to have filename rules, but not filetype rules,
on by default.
