Enabling/Disabling Spam Filtering

Spam Check = /etc/MailScanner/rules/spam.check.rules

FromOrTo:       yahoo.com no
FromOrTo:       default yes

I thought this was to be configured in
/etc/MailScanner/rules/spam.whitelist.rules -- no?
