I'd guess its telling you that sendmail has been configured to use support SSL/TLS, but none of the necessary supporting files (i.e. the Certificate, key and Certificate authority certs) are present.  Look for STARTTLS in /usr/share/sendmail-cf/README   (may be elsewhere on your system).
