Banning Character Sets

Its possible to configure SA to add a score based on character set and/
or language (ok_locales and ok_languages in spam.assassin.prefs.conf -
check the Spamassassin docs

Its not clear from the MailScanner.conf file whether you can make the
setting for SpamAssassin Prefs File a ruleset or not, but if you could
thatb would do what you want.
