Of course you *can* use modules direct from CPAN on a Debian system, just
like you *can* choose to build sendmail from source on a Debian system (or
any other linux system). It's just that in most cases you'd be mad to do
that rather than using the packages that are available.

Oh *do* behave... Debian generally takes standards compliance *at least* as
seriously as any other Linux distribution out there.
