Not scanned for viruses, not scanned for spam?
Assuming you are just talking about spam, then set
Is Definitely Not Spam = /opt/MailScanner/etc/rules/spam.whitelist.rules

and then in that file put this:
FromOrTo:       user1 at domain1.com       yes
FromOrTo:       default         no
