MailScanner overrides HoldExpensive feature in Sendmail?

If you deliver the "expensive" mail to a separate outgoing queue using a
MailScanner ruleset, that won't get the immediate delivery attempt.

The other, simpler, route is to set
         Delivery Method = queue
instead of batch.
