Forwards not working as I want

Here is the gist of my config for dmail v3.0k7

Vdomain domain.com 10.1.1.1 domain.com /var/mail
Forward user at forward.com   special-user at domain.com
Forward *@forward.com      %1 at domain.com

We have domain forward.com which does not have it's own vdomain entry
but is just forwarding all of its mail over to domain.com.  We have one
user at forward.com that needs their mail sent to a different address as
we have a username conflict.

Unfortunately when I send mail to user at forward.com, the email is
duplicated into the special-user at domain.com account and into
user at domain.com.

I need to figure out how to get mail addressed to user at forward.com to
only go into special-user instead of to both.  Am I missing something or
is this a shortcoming in using the forward option?
