config issue?

Hello all,
I'm running Mailscanner v.4.22-5 on a RedHat 2.4.2-2 kernel.  I've also
installed and configured spamassassin v.2.55.  I'm not sure why but I've
configured the mailscanner.conf file to delete anything that is marked
{SPAM} however the SPAM is still delivering to the mailboxes.  I've read
through all the README files and went through the config file line by line
and do not see where I've made a config mistake.   Any ideas?

On a side note - is it possible to block certain internal email addresses
from receiving external emails?  Realizing I can use both black and white
lists but neither of these will satisfy this particular need.  I ask because
3 email addresses are being sent "a-ton" of email and since the mailbox no
longer exists I'm getting all of the NDR's.
