Probably it is automatically reseting permissions (have a look in
/var/log/auth.log).  You can customise the permissions actions with an
entry in /etc/security/msec/perm.local (see the perm.* files in
/usr/share/msec for an example) [You'll need to reset the permission
manually after making the entry as it will only make permissions
stricter not looser].  You can also customise the checks that are
performed with entries in /etc/security/msec/level.local.
