complex config question

I just read this...and I'm confused by myself now  :)

What I mean is for a short time, I would like to continue allowing all mail
for the adults (which are manually configured each user in rules files) to
pass as is...but then CEASE DELIVERY of all children's mail...

Short of creating user level rules for each of these child users...is there
a way to do a wildcard that will block ALL MAIL (effectively blacklisting
all users except those specifcally allowed otherwise)?

Sorry for the confusion...After readin my first post I wasn't sure what I
was asking...:)
