You may think you're running SA 2.55, but the debug output says you're
running 2.54, with a 2.55 set of config files.

Suggest you check how many versions of SA you have installed (eg: find /
-name spamassassin), and where they are, and then get rid of 2.54, and make
sure you really do have 2.55 loaded.

9 of the remaining 10% are routing problems in the other direction.
The remaining 1% might be something else, but check the routing anyway.
