Zip files not getting checked?

Before putting this in the distribution  it might be worth doing a side
by side comparison of the two approaches.  I've certainly seen times
when the notification has been a couple of hours after the IDE was
available, I've not checked with a substantial number of notifications
(or very recently, maybe things are better now) but its possible (if
there is a lag before the emails get sent) that this could in fact make
updates lag behind more than the hourly updates.
