Messages don't have multiple recipients - no, really.

There is only one "Rcpt to:" envelope address, and it is this which
MailScanner uses in evaluating its rules.

Anything in various "To:" , "Cc:" or "Bcc:" headers inside the email itself
is irrelevant.
