This is testing the headers, not the envelope address. Its possible
that the original mail doesn't contain the address in a To: header
(especially if its spam). I'm not sure what the RFC's say but I
wouldn't be at all surprised if some MTA's / mail clients don't add
missing To: headers (In which case the delivered mail may contain To:
headers that are not present when SA checks).
