No dice.  Also shouldn't Warning Is Attachment = no in MailScanner.conf
work?

I haven't checked through the code, but try
FromTo: default no
and see if that fixes it. You really need to specify the default for
both directions. If it still doesn't work, get back to me and I'll have
a dig.
