High score tag and releasing quarantined messages

Possibly {SPAM} as opposed to {SPAM?}, it's almost
along the lines the lines of we are almost sure that
this is SPAM but still want to pass it onto the user.
This prevents the issue of having to manage quarantined
messages and worse still having users complaining that
we have dev nulled their emails. - We can't win ;)
