ANNOUNCE: 4.00.0a9 released

I already had those modules installed.  The problem I'm running into is that
it is in /usr/lib/perl5/site_perl/5.6.1/i686-linux/HTML/

I tried copying the .pm's it complained about into one of the directories
listed below, but still no such luck.  Where can I update @INC at?

Also, I downloaded the new RH 7.x rpm and the perl rpm's in there worked
fine this time around.  (Though still did not fix my current problem)

It clearly tells you about the extra Perl modules needed on the downloads
page.

Fixed. Re-download it and you should find the dependency problem fixed (was
only a problem with RedHat 7.x as far as I can see. RedHat 8.x shouldn't be
affected.
