Questions Re: Spamassassin and Mailscanner

Mailscanner seems to help with spam quite a bit, but with spamassassin it works great. Im running 2.1 of spamassassin and latest mailscanner, my question to you is, Which config file do we use for spamassassin? i see one in /root/.spamassassin/user_prefs and also in /etc/mail/spamassassin/local.cf

I have a bunch of custom settings in local.cf, but i include my threshhold in both local.cf and user_prefs because im not sure which file is read. I guess what im looking for is a little more information on how spamassassin is actually called from mailscanner. Any help would be great, cause i still have the occaisional idiot saying ALL his mail is marked as spam. Then he tries telling me that nextel, and this other crap ISNT spam

wish there was a way to just make the scanner NOT do anything for mail for certain people :P i could care less if he got a virus.
