updating to 3.21-1 via RPM

It won't over-write your mailscanner.conf file (or any other .conf files),
but you might want to
         diff mailscanner.conf mailscanner.conf.rpmnew
so you get to see any new added keywords that you might want to set a value
for in your mailscanner.conf file.
