Proper way to handle misidentifiedspamsite-wide?

The only bad thing about this is that your users don't get to appreciate
how much spam MailScanner is handling for them. If you tag it and deliver
it (and then your users filter it) they can appreciate the amount of spam
being handled. But if they never see it, they don't realise it ever existed.

This of course doesn't apply to ISP's with lots of dialup customers, as
they will be glad not to have to download the spam in the first place.
