how to let abuse emails through

I could be wrong but I don't think that mailscanner can do a whiltelist on
a recipient.

In any case, if you really want to scan all these messages (I assume that
you're scanning many other users' mail too) then I would use a simple
procmail recipe to sort on the To: line looking for "abuse" and forwarding
that on to whomever your want to see the message.  It won't matter if the
message has been marked as {SPAM?} or not.
