Bounce a message to the senders postmaster

I think this would only be worthwhile for manual, specific address
blacklists. It's certainly not something you want to do for emails that are
marked by SpamAssassin.

See the following SpamAssassin bug entry for a discussion, and that the
SaDevs concluded adding a feature like this, even for manual reports
triggered by calling spamassassin -r, is a bad idea.
