Configure Spamhaus DQS

The SpamHaus Spamassassin DQS service is implemented exclusively within 
Spamassassin. https://github.com/spamhaus/spamassassin-dqs

I have not set it up so I cannot provide any insight, but hopefully 
someone else here has.
