Releasing message from quarantine comes from postmaster

Change conf.php:

define('QUARANTINE_USE_SENDMAIL', false);
to
define('QUARANTINE_USE_SENDMAIL', true);

It appears this is a MailWatch issue, not a MailScanner issue.
