New install not scanning any emails

Unbuntu 18
Sendmail

Mailscanner and spamassassion -lint clean

But if you send it message it does not scan it at all it just forwards it.

Anyone got any ideas, I cannot seem to find the issue..  Debug mode gives me not hints...
