<https://github.com/MailScanner/v5/issues/23> for a way to start and
stop sendmail as needed by MailScanner. In a MailScanner environment,
you need two sendmail instances, one to receive incoming mail and queue
it for MailScanner and one for MailScanner to deliver scanned mail.
