Is MailScanner using spam.assassin.prefs.conf?

I am running into this stupid error again. It happens after reboot. Immediately after install everything is fine. Can someone remember all the things that need to be checked? Basic permissions are done. App armor profile is done. I am losing my mind. This is with sendmail by the way.
