outgoing scanning?

Is there a way to have MailScanner scan outbound emails as well? I 
particularly want to avoid sending emails to addresses on RBL 
blacklisted servers.

I found a reference to a Spam Scanning setting under Advanced Settings, 
but that setting doesn't seem to exist any more. So I wondered: is there 
an alternative way to accomplish this?
