Cannot test spamassassin, what is going on here?

root at shopzeus:~ # su - postfix -s /bin/csh -c 'spamassassin -t
/root/test.eml -C /usr/local/etc/MailScanner '
This account is currently not available.
Anyway, have changed the shell to csh and then:
root at shopzeus:~ # chmod 777 /tmp/test.eml
root at shopzeus:~ # su postfix -c 'spamassassin -t /tmp/test.eml -C
/usr/local/etc/MailScanner '
config: no rules were found! Do you need to run 'sa-update'? at
/usr/local/bin/spamassassin line 413.
root at shopzeus:~ # sa-update
root at shopzeus:~ # su postfix -c 'spamassassin -t /tmp/test.eml -C
/usr/local/etc/MailScanner '
config: no rules were found! Do you need to run 'sa-update'? at
/usr/local/bin/spamassassin line 413.
