Are any of

Allow Filetypes
Deny  Filetypes
Allow MIME Filetypes
Deny  MIME Filetypes

non-empty in MailScanner.conf or an included conf.d/ file. Non-empty
values here can cause filetype.rules.conf to be ignored.
