Yes.

create /etc/MailScanner/filetype.rules.allowall.conf with the following content

allow	.*	-	-

create /etc/MailScanner/rules/filetype.rules with the following content

From:           127.0.0.1       /etc/MailScanner/filetype.rules.allowall.conf
FromOrTo:       default         /etc/MailScanner/filetype.rules.conf

Edit /etc/MailScanner/MailScanner.conf and set

Filetype Rules = %rules-dir%/filetype.rules
