/usr/sbin/update_bad_phishing_sites broken

Jules,

The /usr/sbin/update_bad_phishing_sites script does not work if your Quarantine Dir variable is set to a ruleset such as %rules-dir%/quarantine.rules.

I modified the script to use the default quarantine location which is ok for me.
