Russian KOI8-R from GMail users blocked

One of my customers complains that lots of E-mails from Russia are getting
blocked. I looked in to this for a bit and it seems that this is caused by
the (default) "Deny executable" entry in filetypes.rules.conf
The E-mails itself are valid E-mails from Russian GMail users that are
encoded with the KOI8-R encoding.. I can send a sample off list if anyone
is interested.

The part header is this:
--e89a8ff25182d64efb04c1ef8aea
Content-Type: text/plain; charset=KOI8-R
Content-Transfer-Encoding: quoted-printable

I'll try finding the responsible code myself but I'm not familiar with the
Mailscanner source.
