Numeric Phishing Ruleset

Hello all, 

I was reading http://www.mailscanner.info/MailScanner.conf.index.html#Also%20Find%20Numeric%20Phishing 
and I am not sure how that ruleset would be if I would it to ignore specific IP URLs or even specific sources from getting tagged. Any help would be much appreciated.
