"High Scoring Spam : Y Action(s) : deliver"

But message seems correctly stopped

So what you're saying is that the message *wasn't* delivered; yet 
MailWatch reported it as delivered?

If so - then that's correct; MailWatch doesn't support reading of 
rulesets and simply tells you what the default action is.
