Whitelist header missing when 'Always include SA report=y'

We recently turned off SA report for whitelisted emails by keeping the
default settings:

Always Include SpamAssassin Report = no

Since we made the change, whitelisted emails are not scored, which I
understand and wanted since it will reduce system load, but we also lost
the 'header' entry stating the email was whitelisted.  Exchange keys off
of that header value to keep emails out of the junk folder.

Is there an easy way to add the 'whitelist' header and still skip SA on
whitelisted emails?
