Base64 encoded html

Does the "Strip HTML" option work for Base64 encoded html?    I'm trying to get Mailscanner to strip all html from email coming from a specific sender, but it's not working.   Looking at the source of the email, even the html portion is encoded in base64.   The attachments are in base64 as well, but that's what I would normally expect.
