html/htm attachments vs html-formatted messages

I was hoping to ban .htm/html attachments to drop emails that include an
attached web page with a clickable link that goes to somewhere nasty, but
this seems to also snip html formatted emails (yeah, I know...). Is there
any way to differentiate the two so that people using Outlook can have their
colourful emails but the unwanted attachments are blocked/removed?
